In your How To you show how to setup cpanel account.
Now I have 10 gb for disk space with 8% used with setup by you guys that leaves 9.2 gb.
So if I create the account quota with say 5gb of disk space I can have another account of my own later?

As a Reseller, you can create as many accounts as you'd like. You are also entitled to oversell your services. Overselling means this:
Even with 10GB of total disk space, you can set up 3 accounts and allocate 5GB of disk space to each. Even though that is 15GB total, and 5 more than you started off with, the disk space you are allocating does not count against your total disk space until it is actually used. So, to answer your question - yes, you can still have another account of your own later. You can make as many accounts as you'd like, and as long as you are aware of the total amount of disk space currently in use for your account, there won't be any issues with doing so.
